Do i have to be L20 to use (receive the frist quest) the SoC. I found the NPC who supposed to give it at Lion's Arch, but his quest didn't give it.

His quest does give it. Not that quest, per se, but the next he gives.

Once you complete the quests he takes the items you bring out of your inventory and gives you the signet. I did mine last night.

Click 'search'
Enter 'signet of capture'
Select 'thread title only'
Click 'submit'
and you'll get what you want or you can use an existing thread to ask your question
